Within the structure of the Electronic Security Service operates CERT Azerbaijan (Computer Emergency Response Team), which serves as the national incident response unit. CERT Azerbaijan plays a crucial role in preventing, detecting, and responding to cyber incidents, ensuring the resilience of the country’s information space and supporting institutions in strengthening their cybersecurity capabilities. The Electronic Security Service was established under the Ministry of Transport, Communication and Information Technologies of the Republic of Azerbaijan in accordance with Part V of Presidential Decree No. 708 dated 26 September 2012. As a national state coordinating body, the Service is responsible for overseeing the activities of information infrastructure entities, identifying and reporting both existing and potential cyber risks at the country level, raising awareness and educating public, private, and other institutions in the field of cybersecurity, as well as providing them with methodological and technical support.
