The eldest of three siblings, Zuleta was raised in San José, Costa Rica. His parents, Floresmiro Zuleta and Maria Isabel Arrieta, are a lawyer and chemical engineer, respectively. Zuleta is a father of three, with children named Rosario, Rodrigo, and Jacobo. Despite facing difficulties in his youth, Zuleta successfully completed his secondary education at Liceo de Curridabat in 1989.
