Carl Alameda is a dedicated public service professional with over two decades of experience in city administration, education, and property management. As Assistant City Manager, he has been responsible for overseeing several key areas of local government, including human resources, finance, emergency preparedness, and public communication. His work has included leading the development of a citywide training and performance evaluation system designed to strengthen organizational capacity and improve employee outcomes. He began his career in public service after earning a degree in political science with a focus on public administration from California Polytechnic State University. He later completed dual master’s degrees at the University of Southern California, obtaining a Master of Public Administration and a Master of Planning. Throughout his municipal career, he has served in several leadership positions, including Assistant City Manager and Director of Administrative Services. He also assumed interim leadership roles in both the Public Works and Finance departments. In these roles, he guided labor negotiations, directed emergency preparedness efforts, oversaw budget operations, and helped facilitate improved coordination among departments. His contributions included process improvements, updates to personnel evaluations, and support for key city functions such as the Art Commission and Disaster Council. In parallel with his government service, he has built a strong record in property management over nearly twenty years. His work has covered a range of responsibilities related to residential and commercial properties, including Section 8 and market-rate housing. He has managed compliance with HUD requirements, handled tenant relations, led capital improvement planning, and maintained oversight of financial reporting with the support of accounting professionals. His approach to property management reflects consistent attention to detail and a focus on operational integrity. Since 2018, he has also been part of the faculty at the USC Sol Price School of Public Policy, where he teaches graduate courses in the Master of Public Administration program. His instruction bridges the gap between academic theory and real-world practice, offering students a deeper understanding of local government operations. His connection to the university also includes prior service on the Board of Governors and the alum association. He helped establish a fellowship program that supports students with a strong interest in careers in local government leadership. He has served in leadership roles within several professional associations, including as President of two public administration organizations and chair of a regional division. These roles have allowed him to support the broader public service profession and contribute to peer development and collaboration within the field. Outside his professional commitments, he has been actively involved in community athletics, serving as a youth and high school sports coach for nearly twenty years. His coaching experience includes football, baseball, and softball, and he has held leadership roles in local athletic programs. He continues to support his former high school and universities as an active alum donor and member of a university athletic support group.
